Two top city employees promoted
Barry Hogan, Dave Bobardt move up to increase efficiency

Community Development Director Barry Hogan will be appointed to the position of deputy city manager, and Planning Director David Bobardt will serve as planning manager, effective July 7.

"I will be able to focus on special projects," Hogan said.

He will continue to work with various city departments to improve their processes and increase the use of computer technology to maximize efficiency and customer service.

Hogan, who was planning director in Malibu before he came to work for the city of Moorpark in 2002, has overseen many developments in Moorpark since he joined the city staff.

He also helped streamline the development review process and increased customer service for residents and developers. As community development director, Hogan made sure developers met all conditions of approval. He improved the zoning ordinance requirements and established the development review committee to assist developers in understanding city requirements.

Hogan also acted as the city's liaison with various state, county and regional agencies and increased the design quality of residential, commercial and industrial development.

As deputy city manager, Hogan will be still be responsible for general oversight of the community development department but will also administer the building and safety services contract and perform special projects for the City Council and the city manager.

Hogan will continue to work with the assistant city manager, Hugh Riley, to develop the new civic center, library and the human services center, and he'll assist with the redevelopment projects that will take place on High Street.

Bobardt will take on some of the responsibilities that were handled by Hogan, including operations of the planning and code compliance divisions of the community development department.

Bobardt came to work for Moorpark as a planning manager in March 2002 after working for the city of Glendale for 15 years.

His responsibilities include development review, longrange planning, environmental review and administrative duties such as budget and staff supervision.

"I've really enjoyed the time working with the city staff and getting to know people in Moorpark," Bobardt said. "The fast-paced environment has made the work both exciting and challenging. I'm looking forward to the additional responsibilities." City Manager Steven Kueny is responsible for all personnel and services for the city of Moorpark.

Riley serves as acting city manager in his absence.
